Subject: Filling up of the vacancies of Postal Assistant/Sorting Assistant pertaining to the years 2009 and 2010 by direct recruitment.

Sir/Madam,

The existing Recruitment Rules of Postal Assistant/Sorting Assistant provide for filling up 50% of the vacancies by Direct recruitment. The remaining 50% of the vacancies are required to be filled up by promotion through a Limited Departmental Competitive Examinaiton and the unfilled vacancies are to be offered to the Gramin Dak Sevaks, possessing minimum educational qualification of 10+2 pass the Recruitment Rules further provide that only those Gramin Dak Sevaks will be eligible for being considered who secure marks not below the marks secured by the last direct recruit of the relevant category selected viz. Other Communities/SC/ST or OBCS of the same year. If the vacancies still remain unfilled those are required to be filled up by subsequent Direct Recruitment from amongst other open market candidates.

2. While there was no restriction in filling up the posts by promotion through Departmental Examination, the Circles on clearance of direct recruitment vacancies of the years 2006,2007 and 2008 under the Optimisation Scheme were directed vide this Department’s Letter No. 60-16/2009-SPB-I, dated 31st August, 2009 to ensure that the direct recruitment process is finalized and results declared by 31st December 2009. Consequent upon completion of the said direct recruitment process the Circles had the information about the marks secured by the last direct recruit of the relevant category selected. It would have facilitated the Circles to take action to fill up such vacancies, which remained unfilled after holding the Limited. Departmental Competitive Examination, by Gramin Dak Sevaks. If the vacancies have still remained vacant after considering the GDS such vacancies are to be added to the direct recruitment vacancies of the years 2009 and 2010 and filled up as advised vide this Departments letter of even number dated 22nd July, 2010.

3. If any Circle is still in the process of filling up the unfilled vacancies of the years 2006, 2007 and 2008 by GDS, they may report the present status to the Directorate by FAX and simultaneously expedite the action. Such Circles while advertising/circulating (by 20th August, 2010) the number of vacancies of the years 2009 and 2010 to be filled up by direct recruitment should clearly indicate that the number of vacancies is likely to increase. The Circles without fail should complete the process of filling up the unfilled vacancies by GDS latest by 23rd October, 2010 so that the number of vacancies which might still remain unfilled may be taken into account while Short-listing the candidates to be called for written examination and computer test to be held for direct recruitment.

MEETING WITH SECRETARY & MEMBER (P)

Secretary General Com M. Krishnan along with General Secretary P3 met the Secretary (P) and discussed the issues. The Secretary (P) intimated that all the headquarters DPS of all the circles were invited to the Directorate and finalized the vacant posts in respect of their circles. The sanction of the Directorate was accorded for filling up of more than 12000 PA/SA posts. In respect of MP circle, the vacancies will be finalized on Monday which will also work out around 500 posts. Secretary asserted that it will be a massive recruitment.

The Secretary General brought to the notice of the Secretary when such massive recruitment is taking place, arrangement for the time bound training to the candidates recruited like local training class are also to be made. The Secretary (P) responded positively.

Secretary (P) assured to convene a meeting shortly for discussing the issues of the Postmen as agreed in the discussions held on 12.7.2010. We pointed out the delay in releasing the orders deleting the bench mark application while granting MACP and the Secretary (P) assured that it will be decided shortly.

The delay in filling up the post of multi tasked staff was also brought to her notice and the Secretary replied that the revised recruitment rules without any condition of educational qualification for GDS officials was already submitted to DOPT and it will be expedited.

Member (P) explained the action taken by the Directorate with regard to assessment of vacancies and inclusion of all residual vacancies by summoning the officers from the circles and the DDG(P) had did the job for a week exclusively. He assured that all the pending issues will be sorted out at the earliest.

While discussing with the Director (SR), he informed that the SBCO and Postal civil wing unions under NFPE have secured the required percentage for recognition of unions and the final decision on verification process will be released before the end of this month.

The Departmental council meeting is scheduled to be held on 27.8.2010. The remaining issues will be discussed with Secretary (P) in the meeting.
